AFIR requirements for Charge Point Operators
Payments
CPOs must offer flexible ad hoc payment options that allow EV drivers to charge and pay on without a pre-existing contract, either using a credit/debit card terminal or via devices using an internet connection that are able to read payment cards or QR codes.
Pricing
Transparent and non-discriminatory pricing must be provided to all EV drivers. This means that all costs associated with charging should be clearly communicated upfront, and pricing structures must be fair, not favoring any particular user groups.
Data Accessibility
Operators are required to make essential charging station information such as available to the public This includes real-time data on charger availability, location, and any relevant operational updates.
Connectivity
CPOs must ensure their chargers facilitate real-time, bi-directional communication with both the electricity grid and electric vehicles. They need capabilities for remote monitoring and control, including starting and stopping charging sessions and measuring electricity flows.
Smart Charging
CPOs must enable smart charging, allowing users to schedule charging and adjust electricity usage based on grid demand and energy prices. This helps EV drivers save costs and supports grid stability by avoiding peak demand periods.
Key AFIR enforcement dates
Implementation of new payment and charging standards
① Mandatory ad-hoc payment options for all types of charging points deployed after this date.
② Clear and transparent pricing per kWh and per minute.
③ Smart charging required for stations deployed from this date onwards.
Connectivity and Smart Charging Requirements
All charging stations must be digitally connected and support smart charging.
Data Accessibility
Public access to static and dynamic charging data via a common European API.
Free Data Access and IDRO Implementation
① CPOs must provide free access to both static and dynamic data to end-users.
② Introduction of IDRO codes for CPOs and eMSPs.
TEN-T Charging Infrastructure Mandates
Extensive development of charging infrastructure along the TEN-T network.
European Access for EV Drivers
Establishment of a common European access point for all EV drivers.
Mandatory Ad-Hoc E-Payments for High Capacity Chargers
All charging points above 50 kW must offer ad-hoc e-payment options.
Enhanced Infrastructure at TEN-T and Public Areas
Improved charging facilities at TEN-T networks and public parking areas.
Development of Heavy-Duty Vehicle (HDV) Infrastructure
Focus on building infrastructure to support heavy-duty electric vehicles.
