The Illinois Department of Transportation (IDOT) has recently issued a draft Notice of Funding Opportunities (NOFO) for the launch of the Illinois National Electric Vehicle Infrastructure (NEVI) Program, aimed at accelerating the deployment of electric vehicle (EV) charging infrastructure across the state. Illinois is set to receive $31,655,626 in funding for the National Electric Vehicle Infrastructure (NEVI) Program in the financial year 2023.

Program overview

The NEVI Program, funded by a $7.5 billion allocation under the BIL, aims to establish a nationwide network of EV charging infrastructure, with a target of 500,000 charging stations by 2030. Illinois is expected to receive approximately $148 million in NEVI Formula Program funds over five years, starting from FY2022. The program will be implemented through a competitive grant process administered by IDOT, providing funding to eligible entities for the installation, operation, and maintenance of EV charging sites.

Phase 1 focus

The initial phase of the Illinois NEVI Program will focus on expanding EV charging infrastructure along designated Alternative Fuel Corridors (AFCs) across the state. These corridors, strategically identified to support seamless travel for EV drivers, will be equipped with publicly accessible charging stations located at maximum intervals of 50 miles. IDOT aims to achieve a full build-out of these corridors to ensure convenient access to charging facilities for all EV users.

Funding details

IDOT has allocated up to $50 million in grant funding for Phase 1 of the NEVI Program. Eligible projects may receive up to 80% of defined eligible costs associated with upgrading existing EV charging sites or establishing new sites along AFCs. The program encourages applicants to incorporate equity principles, with a goal of directing at least 40% of the benefits to disadvantaged communities.

Key dates

The application period for Phase 1 grants will open soon, with an anticipated deadline approximately 60 days from the posting date. IDOT will conduct an informational webinar for interested applicants to provide guidance on the application process. Questions related to the NOFO can be submitted via email to DOT.DriveElectric@illinois.gov.

Program requirements

To be eligible for funding, applicants must meet the requirements outlined in the NOFO and align with the objectives of the NEVI Program. Grants will be awarded based on a merit-based review process, with preference given to projects that promote effective EV infrastructure build-out and maximize funding distribution to eligible applicants.

Looking ahead

With substantial funding allocations for the coming years, Illinois is poised to lead the way in EV infrastructure development. Investing in a robust network of charging stations and prioritizing equity and accessibility, the state aims to support the growing demand for electric mobility and reduce greenhouse gas emissions.

The Illinois NEVI Program presents a significant opportunity for stakeholders across the state to participate in the expansion of EV charging infrastructure. Leveraging federal funding and fostering collaboration, Illinois can pave the way for a cleaner, more sustainable transportation future. Interested applicants are encouraged to stay tuned for further updates and prepare to seize this funding opportunity to drive Illinois towards a greener tomorrow.
